Board of Directors Regular Meeting – October 25, 2016

BOARD OF DIRECTORS

OCTOBER 25, 2016

          

The Regular Meeting of the Fairfield Bay Community Club Board of Directors was held on Tuesday, October 25, 2016 at 3:00 p.m. in the Fireside Room at the Indian Hills Complex.

Directors attending; President Jack Weeks, Bill Fisher, Dave Foster, Terri Hargrove, Lacey Mitchell, and Ken Schuette. Rose Shurts was out of town.

Rocky Nickles, General Manager, was also in attendance.

There were three guests, and ten managers attending the meeting.

The Pledge of Allegiance and Prayer was led by President Weeks.

16-110 The Financial Report was given by Tommy Hoffman, Chief Financial Officer. A motion was made by Bill Fisher, seconded by Terri Hargrove, and unanimously carried to approve the Financial Report, as presented.

The Manager Reports were given. Cassie Lopez was introduced as the new Recreation Manager, and a promotion for Jan Vandygriff to Assistant Recreation Manager was announced.

Terri Hargrove, Chair of Marina Expansion, Bill Fisher and Harold O’Dell are working on plans for additional stalls at the Marina. Mr. Nickles reported Benny Rorie, Corps of Engineers, will be visiting the Bay on November 9, 2016, and if they wish could look at the proposed location.

Cobblestone Hotels will make a hotel presentation on November 1, 2016 at 6:00 p.m. at the Conference Center.

The Little Red Restaurant is planning to begin winter hours on December 1. They will be closed on Sunday and Monday, open for lunch only Tuesday thru Saturday, and serve dinner only on Friday and Saturday evenings.

A proposal has not been received from SkyFiNet.

A meeting with Arkansas Parks and Recreation will be soon. Paul Wellenberger will make the grant presentation for Pickle Ball courts and Bocce Ball courts.

Lacey Mitchell said the Idea Incubator Team has welcomed new member, Stephanie Legeaux. The Team is planning a Lantern Fest to go along with Chunky Dunk on New Year’s Day. This will be a family friendly event. They are working on getting volunteers for Fright Fest. The Team plans to turn over the Halloween event to the Recreation Department next year.

Team 2035 is working on a living document for three entities to sign – City of Fairfield Bay, Fairfield Bay Community Club, and Fairfield Bay Community Foundation.

16-111 Motion was made by Dave Foster, seconded by Bill Fisher, and unanimously carried to approve the 2016 Wastewater Long Range Plan.

The joint Town Hall meeting was set for Tuesday, December 6, 2016 at 5:00 p.m. at the Conference Center.

The November and December Executive and Regular Board meetings will be combined into one meeting to be held on December 6, 2016. The Executive Meeting will be held at 1:00 p.m. and the Regular Meeting will be held at 2:00 p.m.

16-112 Motion was made by Bill Fisher, seconded by Lacey Mitchell, and unanimously carried to accept the 2017 budget as presented.

16-113 Motion was made by Terri Hargrove, seconded by Bill Fisher, and unanimously carried to approve the proposed rates for amenities as of January 1, 2017. These changes to rates are not reflected in the 2017 budget. The garbage and sewer increase rates are included in the 2017 budget. .

16-114 Motion was made by Dave Foster, seconded by Bill Fisher, and unanimously carried to increase sewer, as well as garbage fees $1.00 per month beginning January 1, 2017, for each of the next three fiscal years. Commercial sewer fees will be increased by 10% effective January 1, 2017.

16-115 Motion was made by Lacey Mitchell, seconded by Dave Foster, and unanimously carried to offer members at Community Club owned facilities a 10% discount. Member must be current and present their membership card. Discounts are not offered for gas, annual slip rentals, annual golf fees, or annual passes sold by the Recreation Department.

Rocky Nickles stated all entrances are being looked at for renovation. Ed Levy, Director Architectural, with Cromwell Architect Engineers will be visiting the Bay to make recommendations.

16-116 Motion was made by Lacey Mitchell, seconded by Bill Fisher, and unanimously carried to approve a capital expenditure for Recreation in the amount of $15,205.48 for renovation of the classic mini-golf course.

16-117 There being no further business to bring before the Board, a motion was made by Bill Fisher, seconded by Terri Hargrove, and unanimously carried to adjourn.
